ZUMA DON'T BE FOOLED. That file index is NOT AN AUDIT MOTION. Chick said repeatedly she won't audit and read the words in the motion, "analysis of currently funded gang prevention and intervention programs to be completed by the summer of 2007."
Chick wants to do an analysis not AUIDIT. Big difference Zuma, what are they hiding? No doubt your buddy Antonio doesn't want the audit cause maybe it will show how much money they gave to his political campaign.
Gee I wonder how Connie Rice feels knowing that Chick wants to evaluate her work. The huge report Connie presented tells the council what to do. Does the city need to spend $500,000 to have Chick do it again?

Motion - The recent Council discussion of the proposal to raise additional funds for gang prevention and intervention programs has made it clear that there is a strong desire to see a full analysis performed of existing programs before any new funds are requested.
The City Controller has explained that due to a political dispute there was never a full analysis of LA BRIDGES, the City's main gang intervention program. She would like to see a new audit and benchmarks for future programs receiving City funds to follow.
The Mayor has proposed funding BRIDGES for six months, through September 30, in order to provide time for an analysis to take place. The goal is to reconsider current spending and contract recipients and spend current resources in a more effective manner.
Back in 2003, a request was made that the Community Development Department identify funds to expand the Harbor Area's Gang Alternative Program citywide. A report from the City Administrative Officer (CAO) replied that before funds were identified an analysis would first have to be done.
The Advancement Project gave rave reviews to the one of a kind GAP program. The state is looking at establishing similar programs in four different cities. An in-depth assessment of the results to date of this program would help justify expanding it citywide.
LA's Best has been studied and proven to steer kids away from gangs. A recent UCLA study found that participants received higher grades than their peers, had higher school attendance rates and saw a future for themselves some day in higher education.
With the ballot measure proposed for February of 2008, we have a full year to analyze our current programs, reorganize and reconceive as necessary. The public wants to know that we have squeezed every dollar out of existing programs before we ask for more.
What has to be determined next is who will produce the analysis of current programs. The report from the Advancement Project touched on current programs, but did not have as a primary mandate an assessment of BRIDGES and other currently funded programs.
THEREFORE MOVE that the CAO, Chief Legislative Analyst (CLA), City Controller, and Community Development Department be requested to report to Council within 30 days on what steps need to be taken to initiate an analysis of currently funded gang prevention and intervention programs to be completed by the summer of 2007.
ZD NOTE: TELL ME CM HAHN ISN'T POSTURING FOR MAYOR ELECTION WITH THIS ONE...She knows the LAST thing Villaraigosa wants is an audit into these programs to see how much he and his homies got a cut of the $80 million. So what's the FIRST thing Hahn does this election season. File a motion for an "analysis" of the programs...as close as they can force to an audit.
After all, a lot of people are of the belief the quickest way to get the Mayor Anotinio Villaraigosa re-call campaign going is through a gang program audit. (IT WON'T BE GOOD.)
