One of my great A.B. 1381 counsel/analysts called me to complain that
my Mayor Sam story from Thursday makes it sound like the Mayor didn't
get his way and doesn't have real power to approve/deny LAUSD
Superintendent, even though he actually did, and that's why the Mayor
was cackling and laughing in the face of the parents and kids on TV
and in newspapers, with his protege in crime, Fabian Nunez.
I replied by saying, "Well, it's probaly gonna get thrown out in
court, and I do think it has a good chance at getting thrown out."
So, he mentioned that, "You never know what Judges Mayor V. & his
Posse are getting to and buying out."
And then he kept running through the whole enchillda, again, from the
top...and I told him defensively, "Dude, I was on KABC, TV 35 and the
blogs for the past two or three months hollering about all the
problems about A.B. 1381, until luckily, now everyone knows about it,
and it's a given, so I can speak about other problems with the Bill.
However, I did promise, just for the record, and to illustrate for all
the people who are new to Mayor Sam, or didn't hear, see or read my
coverage of these shady, unethical tactics...Here's a quick "Best of"
(I mean "Worst of") A.B. 1381/LAUSD. And if you wanna read more, go

regarding these points:
* Z.D. complained that The Super could cut the Inspector General's
budget at any time, in case the I.G. wanted to run investigations
for "fraud, wste and abuse" (which is why you hire an I.G.).
So, they fixed that, then made it even worse. Now, the I.G. budget
can only be cut once a year (but who cares, that's still enough of a
threat to NOT run any investigations, as job security for next year's
paycheck). HOWEVER, they made an amendmend declaring, "The
Superintendent MAY appoint an Inspector General to investigate for
fraud waste and abuse." (When it used to say, "SHALL appoint an I.G.")
And in politics, MAY, means HELL NO, every time.
Why are they scared to require an I.G. to make sure the money is
being "wasted, absued or frauded", y'all!?!?
* Even though I present the information on how the Mayor/Council of
Mayors doesn't actually "hand pick" the school Super, even though they
now require Mayor V. to get 10% (half) the other Council of Mayors to
vote with him, that ain't even an issue, cause Mayor V. easily already
has enough of those Mayors in his back pocket already, cause the only
way he could get them to go along with his LAUSD stick-up, was to cut
them in on the Mayor's action. So at the end of the day, Mayor V.
DOES have final say on who becomes LAUSD Super, cause they can't get
approved unless the Mayor signs off.
* How come the School Superintendent is overseeing a $20 2/3 BILLION
facilities/real esate development budget. The Super is supposed to be
working on things happening INSIDE the schools we already built for
LAUSD, not trying to be Donald Trump, or Mayor Villarigossa trying to
be real estate moguls.
And part of this problem also entails the following:
Any facilities expendeture over $250,000 doesn't require the approval
or checks and balances of nobody. All Mayor V.'s Superntendent
Homeboy has to do is NOTIFY LAUSD 45 days in advance of the spending,
but they don't get to weigh-in, or say anything about it, or approve
it. It gets to be spent anyway the Super chooses, he's just required
to let yo asses know 45 days in advance of the robbery.
So what about and facilities money for LAUSD schools spent by the
Super for UNDER $250,000. We'll of course, no input or say-so as to
how and where the money is spent, but the Mayor's real estate broker,
I mean, LAUSD School Superintendent (responsible for overseeing $20
2/3 Billion for school facilities, when he/she SHOULD be focused on
running the schools and kids we have now) DOESN'T HAVE TO PROVIDE
NOTIFICATION OF THE SPENDING AT ALL!!!
MAN, FORGET CITY COUNCIL -- I WANT TO RUN FOR SCHOOL SUPERINTENDENT OF
LAUSD, Y'ALL!
And here's why this is a HUGE $20 2/3 Billion problem, that will drive
up the costs of all new school projects:
Let's say something is supposed to cost one or two million dollars for
a facilities project and subsequent expenditure...
And oh yeah, My name's Big Z.D., and I'm the Mayor's homeboy, who
leveraged me through to LAUSD superintendent. And here's how it
works, dough: I know you said that project was gonna only cost about
one or two million. That ain't expensive enough, y'all! Don't you
know the more we pay your real estate mogul bosses, the more people
magically donate into out coffers! So, put in for a bunch of extra
sh*t that needs to be done, too...And make sure each and every one of
those extra things costs about $249,999, so we don't gotta tell
nobody, but even if they find out, we fixed the A.B. 1381 so nobody
can do anything anyway. Yeah, yeah...Mo money, mo money, mo money!
PLUS, SOOOOOOO MANY OTHER THINGS, BUT I'M GETTING CARPEL TUNNEL
SYNDROME FROM TYPING SO MUCH, CAUSE THERE'S SO MUCH ILLEGAL,
UNCONTITUTIONAL IMPROPRETIES AND BAMBOOZLEMENTS, I CAN'T GET NO SLEEP,
Y'ALL.
Now you can't say Zuma Dogg is soft on crime cause I just mentioned all this criminal shiznit.
